VCO_AS3340: add frequency compensation cap for -5V opamp

On the actual pcb, the -5V opamp circuit was self-oscillating which
didn't happen when breadboarding. Adding a 100n cap to the feedback
stopped the unwanted oscillation in the oscillator.
